The Rules of Parking Down Town
As a restaurant owner on Main St. in Buckhannon, I am inundated with questions from patrons, most of whom have recently finished lunch, regarding the reason and rationale for the hefty parking fines for parking on Main St. downtown. Most inquiries are related to the the purpose the City has for dissuading people to park downtown. The more insightful ones even go so far as to inquire whether the town has some agreement with Walmart, where parking is free and ample; insinuating that perhaps our city officials promised to direct business their way by fining patrons of the downtown retailers. I can assure you that this is probably not the case although a conspiracy theorist might want to look a little closer at the question. Parking in Buckhannon is not free, ever. Except for in the residential areas. If you plan on being in town for any length of time, then bring some quarters and some $1 bills. Here's the skinny: You can park on Main St., where there are no meters, for two hours. Not one minute over. But beware! If you look closely you will notice that there are deer stands on some of the lamp posts. These are not for the common purpose of spotting local Odocoileus that have wandered into town, but instead are inhabited by the parking police. They meticulously monitor your vehicle and the exact time that you parked or put your money in the meter; using high definition laser directed binocularscopic imagery (purchased with a grant from Home Land Security to fight terrorism) they pounce within microseconds of your time expiring, either on the meter or on Main St. Now your vehicle is tagged. The little yellow ticket on your windshield is equipped with GPS location devices as well as radio alarm transmitters (RAT). Should your car remain in its present location for another 58 minutes and 25 seconds, RAT sends a signal into space where it is received by the Transmission Receiver Activating Parking Police Satellite (TRAPPS), which sends a signal to the parking police on the ground, who go directly to your vehicle to put another ticket on your car. RAT TRAPPS, as mentioned earlier, was purchased with Home Land Security grants to fight terrorism. The entire unit costs 59 million dollars and is predicted to recoup that investment within the next 25 years. This was the primary reason for the increase in parking fines that happened last year. It is possible to receive up to 6 tickets in one day. Each ticket written within minutes of the allotted expiration time of the previous one. Albert Einstein once said "Technology is like a razor blade in the hands of a three year old." Well, the RAT TRAPPS being used to deter parking on the streets of Buckhannon are no different.. It is clear that the majority of businesses on Main St. are service related. This means that most of the people who are parking downtown are not here to purchase wares and products but to receive some form of service, whether it be a hair cut, a dental exam, a consultation with an attorney, or even a massage. The difference between retail sales and service oriented businesses is that service oriented businesses take a lot longer for the transaction to occur. RAT TRAPPS does not take into account this phenomenon. It assumes that everyone who over parks downtown are just retail shoppers who are loitering and not really shopping, as if having made their purchase, they have now gone into a catatonic trance and are wandering up and down the streets with their purchase tucked under their arm and their pocket books locked tight. When in fact it might be a nice little old lady who just got new teeth and is trying to use them at one of the local restaurants; an agenda that will far exceed the allotted two hours. There was a time when parking on Main St. was free. This was pre 9/11. A time when we could trust each other not to abuse and freeload as much free parking as we wanted. Those days are gone. The terror that has gripped the country makes everyone suspect, and a vehicle left unattended at a meter, even for a single minute, might constitute a threat to our town's security. Or so it would seem. The world, as we know it operates on the premise that there isn't enough of everything to go around. There isn't enough food, so we can't send it from our store houses to starving people throughout the world, there isn't enough water, so western states battle over water rights to the Colorado river, there isn't enough oil, so oil is an issue of national security, and ther isn't enough parking spaces in Buckhannon, so we have RAT TRAPPS. Just think what the world would be like if we learned that there was enough food to go around, and there was enough water, and there were ways to create energy in abundance safely for everyone who needed it. And what if there was enough parking in Buckhannon for everyone and it just needed to be brought to everyones attention. what if there were signs directing people who wanted to park in Buckhannon for more than two hours to the big empty parking lots one block to the north and south of Main St. Of course all these things would require some sacrifice from everyone. A person might have to walk a block or two to get where they want to be but then maybe we could get rid of the RAT TRAPPS. After all, what would their purpose be, if parking was in ample supply. My fear is that if things continue as they do, then there will be plenty of parking on Main St. because it is only a matter of time until people become too tired of paying $25 and $50 fines for using services located here and go elsewhere. There's still lots of room next to Walmart for them to relocate to. And its always free there.

Well done! Buckhannon City is doing more harm than good with their Homeland Security parking policy. If you piss off some hillbilly with a $25 ticket, they will never return to Buckhannon to spend their $100 welfare check on Twinkies and cigarettes.

Funny. I'm not sure if I would put your musings in fiction or non-fiction. It is one other way that our progressive city government supports local businesses, by creating additional incentives to shop at Wal-Mart or the Mall. Certainly the money from tickets, fines, DUI grants (based on the number of DUI arrests) and court costs from shaking down WVWC students is going somewhere. The turf project? The city SWAT team? Homeland Security?

You may want to get some of your facts straight, such as recognizing that parking has not been "free" in downtown Buckhannon since the horse and buggy days. Where else in West Virginia do you find "free" parking for two hours? Let me know, okay? Isn't this enterprise you own brand new? Didn't you look out the door of the place when you were setting up shop and ask yourself, "Hmmm... where will my beer swilling patrons park?" And as for Wal-Mart, they own their own parking lots, and paid dearly for them. Perhaps you should consider buying some property and providing free parking to your patrons. You sound like a sour grapes guy, who's been served up a few tickets for abusing the "free" parking policy. Do you think you own the streets because you graced Buckhannon by setting up your beer joint in downtown? The Gestapo parody thing respecting Buckhannon's police department is hardly funny, and I think you miss the mark. They're the first there when you experience problems with the threatening, obnoxious drunkards who are slipping off their stools in your joint after having been served one, two or ten too many. They tend to the drunks, try to keep kids with their fake id's from putting money in your till, and protect the rest of us from those who think they can drive home after spending hours in places like yours. Thank God for our cops. And if you want a burger that won't make you want to hurl, try the Barnyard.

Lighten up Mac. It is all meant in good fun. I think the initial article was pointing out the agressive parking policies downtown are short-sighted and anti-business. Two parking attendants for four city blocks seems like overkill. Our peacefully little community survived for years with only one meter maid -- and that was back when people actually came downtown do shopping. As our town grows up it doesn't have to lose its charm and humanity. Is the $5 ticket really worth losing the goodwill of our visitors? As Buckhannon moves toward the modern era it is becoming more of a bureaucracy and less of a community. I have no comment on your police statements., other than you seem a little thin-skinned and defensive. BPD does a good job, they work hard and try to help people.

Well said Mac. Liberals these days always have to have something to complain about. This time, he just focused his attention on the parking situation. GET OVER IT! By the way, Big mistake ,Mr. Allburgher, to post your own thoughts and feelings into a publication with your establishment's name on it. That's a good way to distance yourself from conservative people and drive away business. Not like you need any help with that. The only thing you have going for you is that you a non-smoking, but that soon will pass away thanks for the Health Dept. ban.

Good point guys. I'm not sure how Allburghers will be able to make any money by failing to jump on the conservative bandwagon. Given that only 37% of Americans support the war in Iraq, I think Mr. Allburghers will do just fine. Heck, he might even make so much money that he will turn into a Republican. Or maybe he will have a debilitating stroke leaving him a vegetable for the rest of his life and unable to have a rational thought...which is kind of like being a Republican.

I believe the reason for this article is to give a humorous view on how the city of buckhannon chooses to go about their parking policies. To respond to Mac, there are many places in WV were you can find free parking throughout the city streets and i will give you a list if you really feel this is needed. Secondly to the person that said the cops were trying to protect this city, your argument has no standing pertaining to this article. To explain why I say that, parking along main street is only allowed until 2 am. If a group of guys go into a fine establishment such as Allburghers and have a few drinks, they would not be able to drive home. There is no public transportation in Buckhannon so they are only left with the choice to drive home or walk. If they leave their car there over night, they will recieve 2 tickets for parking for more than 2 hours and parking between 2-6 am (not sure on the hours). If the city was really concerned with working towards keeping the city safe they would establish some form of transportation. This could be any form such as a bus that runs 2 or 3 times a night and costs $2 per person that rides. This would keep people from having to drive to the bars and driving home to avoid the pricey ticket. Also this would keep people from trekking through yards of the citizens of Buckhannon. As a college town, I believe that this is a duty that the town should provide since the college is what keeps Buckhannon alive.

The problem is, like the rest of the state, Buckhannon is terribly short sighted when it comes to supporting business. While Walmart get a free tax ride from the city every other small business owner gets screwed. Local businesses support communities. Walmart victimizes communities, by demanding tax incentives from small municipal governments that can't afford it, and pushing their employees into tax payer funded programs because they won't pay a fair wage or offer any benefits, All the while destroying the small businesses who do have a conscience. There is simply no reason for the parking mess. Instead of employing extra parking enforcement the city should be trying to build parking facilities so that people can patronize downtown business conveiniently. Downtown businesses pay their fair share of taxes. Perhaps they could gain additional revenue that way rather than extort money from those who simply want to go out for dinner in the downtown area.
